if they're actually going through with it, i think they're only going to arrest/fine people with thousands of uploads/downloads. if you have only downloaded/uploaded a few or so, you should honestly be fine. if they arrested everyone who has ever used megaupload, there wouldn't be enough rooms in the jails. also, if it was in a multi-person household, how would they be able to tell who did the downloading/uploading to arrest?

Of course the corporations building prisons are going to be cooperating with the government. This seems more like common logic... the government is incarcerating a large number of citizens every day, without a place to send them. There's not enough money for the government to continue building prisons, so corporations do, and soon enough we've got a majorly privatized penal system. (inb4 lol private penises etc etc)

Conspiracies and conspiracy theorists aren't all crazy, but for some reason our society is largely starting to believe this because some people and some theories are.
